Meeting the needs of people while maintaining healthy ecosystems. That balance point guides Andrew Warner’s efforts in water management. To that end, he works with government agencies, corporations and diverse stakeholders to develop and implement innovations in place-based strategies and national programs and policies.
A prime example of this innovation is at the center of Andy’s role as the Conservancy’s national coordinator for the Sustainable Rivers Project. This river restoration program, run jointly with the U.S. Army Corps of Engineers,focuses on implementing environmental flows through adaptive reservoir management. The project currently encompasses 36 Corps dams in eight river basins across the country and also involves national policy initiatives, joint Corps-Conservancy training and software development, staff exchanges and communications.
Andy draws from more than 20 years of experience on environmental and conservation projects and policy relating to water and floodplain management. This includes 12 years with the Conservancy working on rivers in the U.S., Asia, Latin America and Africa. He has also held an affiliate faculty position at Pennsylvania State University since 2000.
Prior to joining the Conservancy, Andy served as a consulting hydrologist and watershed scientist for ICF International and the Science Applications International Corporation where he managed teams in support of public and private clients on a spectrum of technical, legal, policy and socio-economic issues. In addition, Andy was responsible for urban watersheds restoration efforts for the Metropolitan Washington Council of Governments—leading technical assessments and coordinating with staff and elected officials across multiple jurisdictions.
He earned a M.S. in watershed science with a concentration in land-use hydrology from Colorado State University, as well as a B.S. in water resources from Ohio University. Andy holds advanced SCUBA certification, has studied and taught in China and enjoys music, soccer and trail running.
