Senior Policy Advisor, International Climate Policy

POSITION TITLE: SR. POLICY ADVISOR, INTERNATIONAL CLIMATE POLICY

ESSENTIAL FUNCTIONS:
The Sr. Policy Advisor supports The Nature Conservancy’s conservation goals by working with a multi-disciplinary climate change team and TNC’s field offices to develop and implement a strategy to support international climate policies, partnerships and agreements to avoid dangerous anthropogenic interference with the Earth’s climate system and resulting global biodiversity loss. She/he will be involved in developing climate change policy strategies that will help to protect TNC’s conservation areas from the threats of climate change.  She/he advocates the creation of a international climate agreement(s) that the U.S. and other major emitters could join and that creates financial incentives to avoid deforestation and foster biodiversity-related climate adaptation; assists in developing the Conservancy’s positions on policy proposals; develops communication materials and works with field staff to reach out to climate change negotiators, opinion leaders and the press to advocate these positions.  

ESSENTIAL FUNCTIONS SPECIFIC TO THIS POSITION:
• Develop and advance a focused international climate change policy strategy to promote the creation of a long-term signal to reduce global emissions of greenhouse gases, financial incentives to avoid deforestation emissions and programs to help plants, animals and natural areas adapt to climate change in future climate agreements.
• Engage climate negotiators and other decision makers from developing and industrialized countries and work with partners (e.g., NGOs, multilateral institutions, etc.) to advance the Conservancy’s international climate change policy objectives.
• Build understanding and capacity within the Conservancy, and provide strategic advice and support to the Conservancy field offices, to effectively advance the international climate change policy debate.

KNOWLEDGE/SKILLS:
• Master’s degree preferred in political science, international relations, public policy, natural resource management, or related field and 6+ years related experience or equivalent combination. 
• Extensive knowledge of international policies related to climate change and energy, including the United Nations Framework Convention on Climate Change, the Kyoto Protocol; the European Union Emissions Trading System, and other national climate change policies and programs; and related political, social, and economic conditions and issues.
• Strong network with the international climate community, developed and industrialized country climate change negotiators and other policy makers, and industry. 
• Experience researching and analyzing information from divergent sources and writing policy position papers.
• Ability to meet deadlines and manage time and diverse activities.
• Demonstrated experience in MS Office, Word, and Excel.  Ability to use advanced computer functions including navigating the Internet.  Ability to manipulate, analyze and interpret data.
• Proven organizational skills and attention to detail.
• Strong writing skills.

• Interpret guidelines and analyze factual information to adapt or modify processes in response to changing circumstances.
• Duties may require non-routine analysis, research and follow-through.

DISCRETION/LATITUDE/DECISION-MAKING:
• Exercise independent judgement.  Work affords significant opportunity to act independently on assigned tasks.
• Duties are performed under minimal supervision.
• Act in supervisor’s stead when instructed.

RESPONSIBILITY/OVERSIGHT –FINANCIAL & SUPERVISORY:
• May serve as a team leader for assigned projects; may require gaining cooperation of team over whom there is no direct supervisory authority.
• Supervises no staff but may help plan and direct the work of volunteers, interns and junior staff.
• May assist with program budget preparation and monitoring.

COMMUNICATIONS/INTERPERSONAL CONTACTS:
• Communicates professionally with a wide variety of people of different cultures for the purpose of developing, negotiating and/or advocating policy positions.
• Excellent communication and presentation skills; ability to persuasively convey the mission of TNC and its climate change policy objectives to diverse groups.
• Ability to develop constructive and effective relationships inside and outside the Conservancy.
• Writes and edits policy papers, presentations and promotional materials.
• Work and communicate with a wide range of people – Conservancy trustees and staff, government officials, community leaders, the press, partner organizations, the public, program leadership, donors, and others.
• Consistently demonstrate professional, positive, and approachable attitude/demeanor and discretion.
• Good team-playing skills, including diligence, creativity, good personality, and a healthy sense of humor.

WORKING CONDITIONS/PHYSICAL EFFORT:
• Work requires only minor physical exertion and/or strain.  Work environment involves only infrequent exposure to disagreeable elements.
• Work requires willingness to travel on short notice.
