Director, U. S. Climate Change Policy

POSITION TITLE: DIRECTOR OF US CLIMATE CHANGE POLICY

ESSENTIAL FUNCTIONS:
The Director of US Climate Change Policy manages the Conservancy engagement on climate change policy at the national, state and regional levels within the United States.  She/he develops the strategic direction and vision for the Conservancy’s engagement in US climate change policy in coordination with the Team Leader for the Global Climate Change Strategy and the Director of US Government Relations.   The Director also provides strategic input to TNC field offices to shape and implement advocacy strategies regionally and in priority states, as needed. He/she establishes and maintains relationships with peers in the climate policy community to identify strategic partnerships opportunities and to collaborate in advocacy for climate-related policy. The Director provides TNC’s policy positions on climate-related legislation to the media and other external audiences. The Director of US Climate Change Policy also assists in raising funds to implement this strategy, including leading the development of proposals and cultivating donors.  The Director supervises a team of climate policy staff and reports to both the Team Leader for the Global Climate Change Strategy and the Director of US Government Relations.

KNOWLEDGE/SKILLS:
• Bachelor’s degree in political science, government relations, public policy, international relations or related field and 7-10 years related senior-level experience. Advanced degree in relevant field is preferred.
• Extensive management experience including ability to motivate, lead, set objectives, and manage performance of a large multi-disciplinary team. 
• Expert knowledge of current and evolving political, legislative and conservation trends on a federal and/or multi-state level.
• Experience conceiving and implementing strategic initiatives.

COMPLEXITY/PROBLEM SOLVING:
• Designs, implements, and directs complex and diverse projects, encompassing multiple programs and coordinating the work of other professionals inside and outside the organization.  Incorporates cross-disciplinary knowledge to support program objectives.
• Cultivates the creative ideas of others to develop potential solutions to complex problems.
• Formulates the Conservancy’s positions on climate change policies.
• Negotiates complex high profile or sensitive agreements. 
• Diagnoses complex problems; cultivates the creative ideas of others to identify potential solutions to complex and less-defined problems.  Experiments to find creative solutions – thinks out of the box.
• Direct major program of strategic importance to the Conservancy through management of multi-disciplinary teams.

• Significant opportunity to act independently.

• Work checked through consultation and agreement with others rather than by directives of superiors.

RESPONSIBILITY/OVERSIGHT – FINANCIAL AND SUPERVISORY:
• Manages multi-disciplinary administrative and professional staff with responsibility for performance management, training, and career development.  Establishes clear directions and sets stretch objectives. 
• Develops and operates within budget guidelines to ensure sound financial performance.  Develops and administers departmental budget and has authority to modify budget based on changing circumstances.
• Establishes and maintain optimal standards for departmental performance. 
• Ensures that public and private funds are raised to meet program needs.
• Ensures that program meets all lobbying and legal regulations and standards.

COMMUNICATIONS/INTERPERSONAL CONTACTS:
• Superb communication and presentation skills; ability to persuasively convey the mission of TNC to diverse groups including key legislators and other government officials, corporate executives, major donors, board members and others who are critical to the organization’s overall prosperity.
• Effectively directs and or participates in complex negotiations.
• Works effectively in high-tension situations and maintains composure under pressure. Diffuses high-tension situations comfortably
• Creates and communicates a compelling vision; practices the Conservancy’s core values.
• Commands attention, can change tactics midstream, and manage group processes during presentations or discussions.
• Develops constructive and effective working relationships inside and outside the Conservancy. 

WORKING CONDITIONS/PHYSICAL EFFORT:
• Work requires only minor physical exertion and/or strain.  Work environment involves only infrequent exposure to disagreeable elements.
• Willingness to travel 25% of time, as needed.
